Resolved Question: Why didn't the city take Federal Income Tax?

I live in FL and I work as a substitute teacher for the City of Pembroke Pines Charter Schools. I just got my first paycheck and they didn't take any Federal Income Tax from it..... I DID NOT claim Exempt on my W-4 form and I only claimed that I am an Independent so I marked 1. Why wasn't any Federal Tax Withheld?! They're supposed to take it no matter how much you make.
